Atur de llarga durada realitat a abordar des del treball social?

Abstract

[cat] L’atur des de que va iniciar-se la crisi econòmica l’any 2008 ha anat creixent, i tot i que actualment sembla que s’està reduint molt lentament, hi ha una part de la població que s’ha estancat en aquest al llarg dels anys, sense aconseguir una reinserció laboral estable. Aquestes persones són les que estan en l’anomenada situació d’atur de llarga durada, donat que porten més d’un any a l’atur. Les quals anteriorment no havien tingut la necessitat d’acudir ni a Serveis Socials Bàsics ni a les entitats del Tercer Sector i actualment ho estan fent. Per tant és un nou col·lectiu de persones que es dirigeix en aquests serveis donades la manca de cobertura de les necessitats bàsiques en la que es troben per falta d’ingressos laborals. L’objectiu principal d’aquesta investigació és conèixer la resposta que ofereix el treball social a les problemàtiques socials derivades de la situació d'atur de llarga durada, en persones en situació de vulnerabilitat social, del Vallès Occidental. La metodologia que s’ha utilitzat en aquesta investigació ha estat de tipus mixta: qualitativa i quantitativa. A nivell qualitatiu, s’han realitzat entrevistes a treballadores socials de Serveis Socials Bàsics, i a professionals de dues entitats del Tercer Sector del Vallès Occidental. Així com, s’ha fet un grup de discussió amb persones en situació d’atur de llarga durada. I a nivell quantitatiu, s’han realitzat uns qüestionaris als professionals entrevistats. Per tant, els informants escollits per tal de realitzar aquesta recerca han estat persones aturades de llarga durada i els professionals que atenen a aquestes persones des de Serveis Socials Bàsics o d’entitats del Tercer Sector del Vallès Occidental. Els resultats obtinguts d’aquesta investigació evidencien que actualment hi ha un perfil de persones a partir dels 45 anys que no està tenint cabuda en el mercat laboral. Aquestes persones degut aquest fet van acumulant un seguit de problemàtiques socials que les porten a una situació d’exclusió. Des de Serveis Socials Bàsics i les entitats del Tercer Sector no s’estan oferint respostes eficaces per tal de que aquestes persones puguin sortir de la seva situació. El mercat laboral és limitat i les polítiques socials de protecció de l’Administració (tan Autonòmiques com Estatals) no ofereixen una alternativa viable a la falta de treball per a aquestes persones, sinó que simplement els hi ofereixen una cobertura de necessitats bàsiques insuficients per dur una vida digne. Des del treball social seria convenient abordar aquest nou col·lectiu de persones, donat que estan en risc d’exclusió social.

[eng] Since the beginning of the economic crisis in 2008, unemployment has increased continuously and, although now it seems it is decreasing very slowly, there is a part of the population that is stuck with it along these years, without achieving a professional reinsertion. These people are in a situation called “long-term unemployment”, since they have been unemployed for more than one year. Previously, these people had never had the need neither of turning to the basic social services nor to entities of the civil society and nowadays they are doing so. Therefore, this is a new group of people that are turning to these services given the lack of coverage of the basic needs in which they are stuck due to the lack of salary. The main goal of this research is to discover the response offered by the social work to the social difficulties given by the situation of long-term unemployment in people, who are in a situation of social vulnerability, in Vallès Occidental. The methodology used in this research is of a mixed type: qualitative and quantitative. On a qualitative level, some interviews to basic services social workers have been carried out, and to employees of two different entities belonging to the civil society of Vallès Occidental. Also, a group of discussion has been created within people in the situation of long-term unemployment. On a quantitative level, a survey has been carried out amongst the interviewed civil society workers. Therefore, the main informants of this research are obviously long-term unemployed people and the civil society professionals from Vallès Occidental attending this social group. The obtained results of this research show evidence that nowadays there is a profile of people aged 45 and older who have no chance inside the job market. Due to the situation, these people gather different social difficulties, what leads them to an exclusion situation. Basic social services and the civil society entities are not offering an effective response to help these people escaping their situation. Job market is limited, and protection social policies by the public Administrations (from both autonomous and state governments) do not offer a real solution to the lack of jobs for these people, but instead, Administrations are simply offering a coverage of the basic needs, which is not enough to have a decent life. From social work, it would be convenient to take care of this identified new group of people, since they are in risk of social exclusion.
