Els processos participatius com a eina de gestió local i d’ordenació urbanística. El municipi de Collbató

Abstract

Aquest treball se centra en el paper que la participació ciutadana a escala local (municipal) pot tenir com a eina de gestió territorial, i està emmarcat en un projecte real centrat en el municipi barceloní de Collbató. Fem servir la participació ciutadana com a instrument de governança, és a dir, com a estratègia per a la implicació de la població en el desenvolupament d’instruments públics de la política local. En determinades situacions, aquesta estratègia es fa servir com a prevenció de possibles conflictes posteriors, però a poc a poc es va imposant com a mesura per a una millor diagnosi i planificació. Pretenem analitzar la perspectiva social de la gestió dels problemes i les incerteses urbanístiques després del llarg període de creixement fins al 2006 i el paper que hi pot jugar el nou urbanisme a partir de la participació ciutadana en un context de canvi social en què hi ha un nou punt d’inflexió de les tendències ecoterritorials.

This work focuses on the role that community participation at a local scale can play as a tool for the management of the territory, within the frame of a real project developed in the municipality of Collbató (area of Barcelona). We assume the community participation as a governance instrument, as a strategy to involve the population in the development of public resources for local policy. In some situations, this strategy is used as a prevention for possible future conflicts, but it is slowly becoming much more important regarding to better diagnosis and planning. We pretend to analyse the social perspective on the management of the urban problems and uncertainties after the long period of urban growth until 2006. We also pretend to focus on the role that the new urbanism can play from the community participation inside a context of social change in which there is a turning point of the ecoterritorial tendencies.
