Abstract: [spa]La gestión de residuos es clave para determinar el impacto que la ciudad causa sobre su propio entorno y sobre la calidad de vida de sus habitantes, por esto, se hace urgente aplicar criterios de sostenibilidad en la planificación estratégica de los residuos. Siguiendo esta línea, surge la Estrategia Residuo Cero como una meta eficiente y visionaria que plantea un cambio en los patrones de producción y consumo de bienes, para en primer lugar evitar generar los residuos. Además, se vale de la economía circular para valorizar los residuos como recursos dentro de la cadena productiva. Esta estrategia ha sido implementada desde hace varias décadas en varios países desarrollados, los cuales se han fijado metas altas y horizontes de separación y reciclaje de residuos que han sido posibles de conseguir. El Distrito Metropolitano de Quito, al igual que otras ciudades debe hacer frente a este reto, especialmente porque en la actualidad la separación de residuos en la fuente y recogida selectiva son casi inexistentes, lo cual provoca que más del 90% de los residuos recolectados vayan a parar directamente al relleno sanitario sin recibir ningún tratamiento o ser recuperados. Por ello, el presente trabajo tuvo por objetivo el desarrollo de lineamientos generales para el establecimiento de una Estrategia Residuo Cero en el Distrito Metropolitano de Quito, con la finalidad de proponer una alternativa sustentable y eficiente para la gestión de los residuos sólidos municipales. Para desarrollar este trabajo primero se estableció un marco teórico sobre la Estrategia Residuo Cero y los beneficios de su implementación a escala local. Después de esto, se analizaron tres casos de éxito en la aplicación de esta estrategia: Liubliana (Eslovenia), San Francisco (Estados Unidos de Norte América) y Parma (Italia). Posteriormente, se realizó un diagnóstico de la situación actual del sistema de manejo de residuos sólidos en el Distrito Metropolitano de Quito y se identificaron falencias, retos y oportunidades. Por último, se propusieron los lineamientos a considerar para desarrollo de la estrategia en la capital.
[eng]Urban solid waste management is a key factor to determine the impact that a city causes on its own environment and on the quality of life of its inhabitants. Hence, it is urgent to apply sustainable criteria in wastes’ strategic planning. Along these lines, the Zero Waste Strategy emerges as an efficient and visionary goal that proposes a change in the patterns of production and consumption, and systematically avoid and eliminate waste. In addition, it uses the circular economy to recover all the resources from the waste stream. This approach has been widely implemented for several decades in many developed countries and cities, which have set high goals for waste separation and diversion that have been possible to achieve. Quito Metropolitan District, as well as other cities, must face this challenge, especially because at present, separation of wastes at the source and selective collection are almost not-existent, which results in more than 90% of the collected waste sent to the city’s landfill without any treatment or recovery. Therefore, the purpose of this thesis was to develop general guidelines for the establishment of a Zero Waste Strategy in Quito Metropolitan District with the aim of proposing a sustainable and efficient alternative for municipal solid waste management. To develop this thesis, a theoretical framework was first established on the Zero Waste Strategy and the benefits of its implementation at the local level. After this, three successful examples of the implementation of this strategy were analyzed: Ljubljana (Slovenia), San Francisco (United States of America) y Parma (Italy). Later, a general diagnosis was made in order to establish the current situation of solid waste management system in Quito Metropolitan District, and the most relevant weaknesses, challenges and opportunities were identified. Finally, the guidelines to be considered for the development of this strategy in Quito were proposed.
