Abstract: This article analyzes the evaluation of the legal research systems. The main indicators and bibliometric indexes are defined. We defend the existence of a national impact factor database of legal journals to achieve an improvement in security, reliability and more objective measurement of the quality of research in the legal sciences. The international impact must be differentiated from the international impact. This article encourages to legal researchers to publish some articles in international impact journals (on issues of comparative and international law would be easier). Legal publications published in the collections of the Journal Citation Report (SSCI collection) and SCImago Journal Rank should have a higher rating than the publications in the National Impact journals precisely to encourage researchers to perform this over effort. The international impact factor publications are very important - also in the Legal field - to position the Law Faculties of the Universities in the international Rankings; to get European and international Projects and international Networks. Therefore, proposals are made to achieve these goals.
