Convergència Democràtica de Catalunya i el món sindical (1974-1990)

[cat] Aquesta tesi se centra en l'estudi i l'anàlisi dels llaços, les contradiccions i els punts de confluència entre el partit nacionalista més important de l'últim quart del segle XX a Catalunya, Convergència Democràtica de Catalunya (CDC), i el sindicalisme català. Unes relacions on despunta amb força el projecte convergent d'articular un important sindicat nacionalista durant la dècada dels 80. El període que comprendria la nostra investigació abastaria des de l'any de fundació de Convergència Democràtica de Catalunya (1974), fins al 1990, any d'eleccions sindicals i última intervenció del partit per engegar un tercer espai sindical a Catalunya de caràcter nacionalista. Amb la victòria a les eleccions autonòmiques de 1980, una CDC convertida en partit de govern iniciarà les accions necessàries per construir el tan desitjat tercer sindicat d'inspiració nacionalista. Els tres grans intents que conduirà l'home del partit dintre del moviment obrer, Rafael Hinojosa, no fructificaran. El primer, l' "Operació USO" l'any 1983 (on també participaven a més de la Unión Sindical Obrera, la Confederació Sindical de Treballadors de Catalunya -CSTC- i el Sindicat de Quadres de Catalunya -SQC-), no passarà de la taula de negociacions. Els altres dos intents en els quals CDC té un paper destacat sí que arribaran a materialitzar-se. En primer lloc, l'any 1986 es presentarà la nova Confederació Sindical de Catalunya (CSC). Després d'un procés negociador ple d'obstacles i situacions conflictives on prendran part el SQC i la CSTC, la Confederació Sindical de Catalunya celebrarà el seu congrés fundacional l'any 1987. La difícil convivència entre les dues tradicions presents al si de la Confederació acabarà provocant la ruptura del sindicat només un any després de la seva fundació. L'última temptativa de CDC (és a dir de Rafael Hinojosa) d'unificar el sindicalisme nacionalista i minoritari també es concretarà orgànicament, amb la integració de la Confederació de Treballadors de Catalunya [escisió de la Confederació Sindical de Catalunya liderada per Jordi Fayos] dintre de la USO de Catalunya. Malgrat uns resultats en les eleccions sindicals de l'any 1990 francament decebedors, el procés de fusió no es detindrà i en 1993 tindrà lloc el congrés d'unificació, però les lluites internes pel control de l'organització tornaran a fragmentar un espai sindical marginal i dividit. La raó principal per entendre el reiterat fracàs de Convergència dintre del món sindical va estretament lligada al paper desenvolupat, primer, per Comissions Obreres en solitari, i amb posterioritat per CC.OO i UGT conjuntament. Des de diferents posicionaments i plantejaments sindicals (ofensius per part de CC.OO i defensius per part de la UGT), els dos sindicats majoritaris feien seu el tema nacional català, despuntant en aquest aspecte el cas de CC.OO, en ser el primer dels grans sindicats en apostar per la concepció de sindicat nacional i per mantenir-se com la força sindical més important de Catalunya. Per tant, el projecte de Convergència Democràtica de Catalunya d'impulsar i consolidar durant la dècada dels 80 un important sindicat nacionalista no va prosperar per la força i la implantació dels sindicats majoritaris Comissions Obreres i Unió General de Treballadors, que exercien les funcions -primer CC.OO en solitari i després conjuntament amb la UGT- de veritables sindicats nacionals.

[eng] "DEMOCRATIC CONVERGENCE OF CATALONIA AND THE UNION WORLD (1974-1990)" TEXT: This thesis focus on the study and the analysis of the contradictions and the points of confluence between the most important nationalistic party of the last quarter of the XXth century on Catalonia, Convergència Democràtica de Catalunya (CDC) -Democratic Convergence of Catalonia-, and the Catalan unionism. At this point, the most important topic was the CDC's project to articulate an important nationalistic union during the decade of the eighties. With the victory in the autonomic elections of 1980, CDC initiated the necessary actions to construct an important union of nationalistic inspiration. There were three big attempts, but no one succeed. The first one (in 1983), with the participation of three minority unions, failed from the beginning. In other two attempts (in 1986 and 1990), there were unitary congresses and the nationalistic unions took part in the union elections, however the results were really bad and the nationalistic unions broke. The main reason to understand Convergència's repeated failure inside the union world is narrowly related to the paper played by both majority unions, "Comissions Obreres" (CC.OO) -Working Commissions- and the "Unió General de Treballadors" (UGT) -Workers' General Union-. From different positions and union expositions (offensive on the part of CC.OO and defensive on the part of the UGT), both majority unions compromised themselves with the national Catalan topic. Comissions Obreres stands outs in this aspect because is the first one big union that bets for the conception of national union and keeps as the most important union force of Catalonia. Therefore, in the eighties, the project of "Convergència Democràtica de Catalunya" to stimulate and consolidate an important nationalistic union did not prosper due to the force and the implantation of the majority unions, "Comissions Obreres" and "Unió General de Treballadors". Both were exercising the functions - first CC.OO in solitarily and later together with the UGT - of real national unions.
