Lap articipació social de la infància a la ciutat: estudi sobre l'experiència de l'Ajuntament de Sant Feliu de Llobregat.

Abstract

[cat] Aquesta tesi doctoral se centra en l'anàlisi d'una experiència educativa de promoció de la participació infantil a la ciutat de Sant Feliu de Llobregat i s'emmarca en una de les línies d'investigació del Grup de Recerca en Educació Moral (GREM) de la Universitat de Barcelona. En el marc d'aquest treball d'investigació, entenem la participació social de la infància a la ciutat com l'articulació de tres dimensions bàsiques: La participació com a eix de la formació en valors des de la perspectiva de la construcció de la personalitat moral (Puig, 1996); La participació com a dret dels infants, fonamentat en la Convenció dels drets dels infants i en autors que defensen a l'infant com a ciutadà de ple dret; i la ciutat com a context de participació dels infants. Una altra font de referents teòrics són les propostes pedagògiques d'en Francesco Tonucci, Roger Hart, i Trilla i Novella. En definitiva, la participació dels infants a la ciutat, l'hem definida com un dret, un contingut formatiu, un valor democràtic i un procediment per aprendre a aprendre a participar. La participació infantil, és una experiència personal i col·lectiva que permet implicar-se en projectes socials que, mitjançant la paraula i l'acció compromesa, pretenen transformar la ciutat a partir de la veu dels infants. L'objectiu principal d'aquesta investigació, i de l'acció educativa on s'emmarca, és: Desenvolupar i analitzar una proposta de participació social dels infants a la ciutat en el marc d'un projecte a l'escola i l'exercici de la ciutadania en el si d'un òrgan de participació infantil impulsat per l'Ajuntament. L'objecte d'estudi d'aquest treball és la promoció de la participació infantil a la ciutat. La metodologia emprada és de caràcter qualitatiu, concretament la investigació-acció. Es tracta d'un estudi de casos particulars, que s'ha impulsat i generat en un context específic, el qual s'ha de descriure per poder emmarcar on es construeixen, desenvolupen i reconstrueixen els processos de la transformació i millora de la pràctica educativa. L'estudi de la promoció de la participació infantil a la ciutat de Sant Feliu de Llobregat entre el 1999 i el 2004 amb nens i nenes d'entre nou i dotze any, es concreta en l'anàlisi i reflexió de les transformacions i millores de dos projectes: - El projecte "La participació dels infants a la ciutat" desenvolupat entre 1998 i 2004 en el que van participar 1.501 infants. - El projecte "El Consell d'Infants" en el que estudiarem el període de 1998 a 2004 on van participar 75 nens i nenes d'entre 10 i 12 anys. La investigació realitzada, entre altres aspectes, ha posat de manifest la importància de posar en relació dos contextos educatius amb els seus agents, com són l'escola i la ciutat, a l'hora de treballar per a l'objectiu comú, que és l'eix central de la formació de la ciutadania: la participació. Per assolir aquest objectiu és imprescindible tenir els compromisos polítics corresponents i desenvolupar condicions organitzatives adequades per tal d'afavorir els processos de reflexió crítica i elaborar un model d'intervenció reflexionat en l'acció i sobre l'acció. El compromís sociopolític es concreta en accions específiques perquè els agents implicats en el procés desenvolupin iniciatives coordinades per assolir un objectiu compartit. També es concreta a partir de generar actuacions determinades que impliquin els infants com a participants en la construcció del projecte col·lectiu que és la ciutat. L'impuls de la participació dels infants a la ciutat és una experiència educativa que posa en joc sentiments i dinamismes difícils de promoure mitjançant altres tipus d'activitats. Les accions autèntiques generen actituds de compromís i responsabilitat que conviden a una participació cada vegada més competent i autònoma.

[eng] "Social participation of children in the town: Study on the experience of the Sant Feliu de Llobregat Town Hall" This doctoral thesis focuses on the analysis of an educational experience that pursued to encourage child participation in the town of Sant Feliu de Llobregat and is framed within one of the investigation lines by the University of Barcelona's moral education research group: Grup de Recerca en Educació Moral (GREM). Within the frame of this research, we understand social participation of children in the town as the articulation of the three basic dimensions: as the core of education in values from the perspective of moral personality construction (Puig, 1996); as a right of children, which is fundamental in the children's rights Convention; and the town as a children participation context. Pedagogical proposals by Tonucci, Hart and Trilla and Novella are another source for theoretical referents. Child participation is both a personal and a collective experience which allows them to be involved in social projects which, by means of the word and the committed action, aim at transforming the town with the help of the children's voice. The main objective of this investigation is to develop and analyse a proposal of child social participation in the town within the frame of a school project and civic responsibility in the heart of a child participation board fostered by the Town Hall. The methodology used is qualitative, more specifically, investigation-action. The study of child participation focuses on the analysis and reflection of the transformations and improvements of two projects: - The "The participation of children in the town" project, developed between 1998 and 2004, with the participation of 1,501 infants. - The "The Child Council" project, developed between 1998 and 2004, with the participation of 75 infants between 10 and 12 years old. Among other conclusions, it has been made clear how important it is to establish a relationship between the school and the town when they are working towards a common objective, which is the core of civic responsibility education: participation. In order to achieve this goal it is essential to have the necessary political commitments and to develop appropriate organizing conditions so that the processes of critical reflection can be favoured and an intervention model reflected in action on action can be elaborated.
