Més enllà del paper: la reformulació de les polítiques de salvaguarda del patrimoni cultural immaterial a Mallorca

[spa] Després de la promulgació de la Llei 18/2019, de 8 d’abril, de salvaguarda del patrimoni cultural immaterial de les Illes Balears s’ha desplegat un procés de reformulació i actualització de les polítiques de salvaguarda del patrimoni cultural immaterial (PCI) a l'illa de Mallorca. Aquest nou enfocament incorpora una dimensió ètica, és a dir, un conjunt de mesures destinades a fer la gestió del patrimoni el més democràtica possible considerant aspectes com els de la perspectiva de gènere, la interculturalitat, la transparència, l’accessibilitat, el desenvolupament sostenible o la participació ciutadana. Aquest enfocament representa un nou horitzó en la gestió del patrimoni mallorquí, configurant el del patrimoni immaterial com un àmbit des del qual es poden generar noves perspectives que transformin el sistema de valors que regeix la nostra societat. Aquesta investigació defensa que si bé aquestes consideracions ètiques es tenen en compte en el marc teòric, conceptual i normatiu que afecta a les polítiques de salvaguarda del patrimoni immaterial a l’illa, a la pràctica, no es prenen en suficient consideració. Per constatar aquesta hipòtesi s’estudia el projecte d’Inventari del Patrimoni Cultural Immaterial de Mallorca (IPCIM) com a estudi de cas.

[eng] After the enactment of Law 18/2019 of April 8, on the safeguarding of intangible cultural heritage of the Balearic Islands, a process of reformulation and updating of the safeguarding policies for intangible cultural heritage on the island of Majorca has been initiated. This new approach incorporates an ethical dimension, meaning a set of measures aimed at making heritage management as democratic as possible by considering aspects such as gender perspective, interculturality, transparency, accessibility, sustainable development, and citizen participation. This approach represents a new horizon in the management of Majorcan heritage, shaping intangible heritage as a field from which new perspectives can emerge that transform the value system governing our society. This research argues that although these ethical considerations are acknowledged in the theoretical, conceptual, and regulatory framework affecting intangible heritage safeguarding policies on the island, in practice, they are not given enough consideration. To verify this hypothesis, the Inventory of the Intangible Cultural Heritage of Mallorca (IPCIM) project is analyzed as a case study.
