It identifies five significant challenges: acknowledging the plurality of cultural values, fostering democratic governance, enhancing policy coherence, improving evaluation practices, and developing relevant cultural information systems. We argue that public policies often fail to reflect the values citizens associate with culture, such as well-being or community engagement. Recommendations include fostering transparent debates on cultural values, promoting inclusive and context-sensitive governance, aligning policy instruments with stated values, and adopting flexible, co-created evaluation methods. The chapter also emphasizes the importance of data systems that take into account diverse cultural expressions and evolving social dynamics.
