(cat) L'actualització de valors cadastrals és una de les qüestions més importants quan es parla de potenciar l'Impost sobre Béns Immobles. En aquest cas, es pretén analitzar el paper dels coeficients d'actualització lineals potestatius en els municipis de Catalunya (2014-2019).
Primer, s'estudia el marc teòric d'aquests coeficients i del tret que el valor del coeficient depèn de l'últim any d'entrada en vigor de valors cadastrals. Segon, s'elabora un anàlisi descriptiu sobre l'aplicació dels coeficients potestatius durant aquest període. Per últim, es crea un model lineal per valorar quins factors han influït sobre els ajuntaments en l'utilització dels coeficients d'actualització.
Els resultats demostren que l'antiguitat dels valors cadastrals, la proximitat del municipi a zones urbanes o rurals i l'endeutament són algunes de les variables importants que els ajuntaments han tingut en compte a l'hora d'actualitzar per coeficients.
(eng) Updating assessed values is one of the most important issues when talking about boosting the Property Tax. In this case, we intend to analyze the role of the optional linear updating coefficients to be applied on the assessed values of property in the municipalities of Catalonia (2014 to 2019). In the first place, the theoretical framework of these coefficients is studied and, above all, the main characteristic: the value of the coefficient depends on the last year of entry into force of assessed values. Second, a descriptive analysis is made on the application of the optional coefficients during this period. Finally, a linear model is created to check which factors have affected the use of the updating coefficients. The results show that the antiquity of the assessed values, the proximity of the municipality in urban or rural areas and the indebtedness are some of the important variables that affect the municipal decision of applying the updating coefficients.
