(cat) L’endeutament de les comunitats autònomes ha incrementat molt en els últims anys però no
sabem si aquest endeutament és únicament conseqüència de la crisi. Per aquesta raó, en
aquest treball, intentem desxifrar si ha existit restricció pressupostària tova a les comunitats
autònomes en els últims anys (2002-2016). Aquest estudi s’ha dut a terme mitjançant un
model economètric que incorpora variables de totes les comunitats de règim comú (15
comunitats autònomes) en forma de dades de panell. Els resultats els hem obtingut estimant
els models específics per a dades de panell com són el d’efectes fixos i el d’efectes aleatoris
mitjançant el programa estadístic Gretl. Finalment, tot i la significació d’alguna de les
variables, s’ha conclòs que no hi ha evidències suficients per a afirmar que hagi existit
restricció pressupostària tova en els últims anys.
(eng) The autonomous communities’ indebtedness has really increased through the last years but we do not know if this indebtedness is just consequence of the crisis. For this reason, in this project, we try to find out if there has been a soft budget constraint in the autonomous communities in recent years (2002-2016). This inquiry has been carried out using an econometric model which incorporates all common regime communities’ variables (15 autonomous communities) following a panel data’s way. The results have been obtained by estimating specific models for panel data such as fixed effects and random effects using the Gretl statistical program. Finally, despite the significance of some of the variables, it has been concluded that there is not enough evidence to assert that there has been a soft budget constraint in recent years.
