És sostenible el sistema sanitari públic espanyol? Cas particular: anàlisi cost-benefici del programa de detecció precoç del càncer de còlon

Abstract

(cat) Aquest treball té com a objectiu analitzar la sostenibilitat del sistema sanitari públic espanyol en els pròxims anys. S’analitzen els problemes que amenacen el sistema de cara a un futur pròxim i es proposen solucions, tan basades en canvis en el sistema de finançament com en canvis organitzatius. Se centra especialment en les polítiques de prevenció. Per últim, el treball inclou l’anàlisi d’un cas particular, s’ha escollit el Programa de detecció precoç del càncer de còlon i recte, com a model de política preventiva ja aplicada. Es realitza una aproximació d’una anàlisi cost-benefici per tal de determinar si realment la implementació d’aquest tipus de polítiques podria tenir un impacte positiu en la continuïtat del sistema sanitari.

(eng) The aim of this project is to analyse the sustainability of the Spanish public healthcare system in the coming years. In this work, the potential problems that may undermine the system are being analysed. The most relevant burden is the increase in health demand due to elevated life expectancy, the ageing population and the growth of chronic diseases. It is highly necessary to introduce some policies to address this threats. Some solutions are proposed, certain based on changes in financial system and certain based on organisational changes. It has a particular focus on prevention policies as a way to redirect the system. Finally, the work includes the analyse of a particular case, it has been selected the Programme for the early detection of the colorectal cancer in Catalonia like a model of a policy of prevention already implemented. An a approximation of a cost-benefit analysis it is realized in order to conclude if the implementation of this kind of policies may have a really positive impact on the continuation of the system.
