The power reset: AI and the democratisation of disruptive power

[eng] This thesis examines how artificial intelligence (AI), as the defining technology of both the Fourth Industrial Revolution and the Third Revolution in Warfare, has become an essential element in the redistribution of military power for International Relations. By comparing it with previous technologies that have produced revolutions in warfare, such as gunpowder and nuclear weapons, we have detected that it differs greatly from the two preceding ones and that, within its particularity, the most relevant aspect for the stability of the international order lies in the fact that it contributes to the democratisation of power and of highly disruptive capabilities. From this stems our central hypothesis, which asks whether AI will facilitate armamentistic proliferation by reducing the technical barriers that have historically excluded certain actors from accessing highly disruptive weaponry. As our interest lies in those new actors, and not in the few who have historically concentrated power, we will specifically observe the new beneficiaries of this democratisation, namely secondary states and subversive non-state actors. The argument of this study has been based on a qualitative methodology that combines, on the one hand, a review of the existing literature that conditions the current debate and development and, on the other, the detailed analysis of two case studies. Through them, we have observed the empowerment of a secondary state by means of the case of the war in Ukraine, and the "Hezbollahisation" of non-state actors. All of this, framed within a dialogue with the classical literature of International Relations and some of its main theories, has allowed us to develop a new analytical category, which we have named "non-traditional actors", grouping together secondary states and subversive non-state actors. That is to say, it brings together those international actors who share the historical and systematic exclusion from the possession of disruptive power. The findings of this study confirm the hypothesis and, in fact, go beyond it. AI does not merely facilitate proliferation, as initially hypothesised, but actively drives it, given that, by virtue of the nature of this technological innovation, that is, its dual-use character, its omni-use, its easy accessibility, opacity and capacity for autonomous operation, it becomes a mechanism of structural pressure that erodes the state-centric Westphalian logic of security, evidencing an unprecedented challenge for the governance of international security. It is at this moment of recognition of systemic shortcomings, with structural pressures laid bare and the emergence of a series of new actors with disruptive power on the international stage, that this thesis concludes by pointing to the need to jointly develop the necessary mechanisms to, recognising the role of the new actors as conceptualised here, devise a new accountability system capable of facing the present Decisive Moment in History of Humanity.
[spa] La presente tesis examina cómo la inteligencia artificial (IA), como tecnología definitoria tanto de la Cuarta Revolución Industrial como de la Tercera Revolución en la Guerra, se ha convertido en un elemento esencial en la redistribución del poder militar para las Relaciones Internacionales. Al compararla con las tecnologías previas que han producido revoluciones en la guerra, como la pólvora y el armamento nuclear, hemos detectado que es muy diferente a las dos anteriores y que, dentro de su particularidad, la parte más relevante para la estabilidad del orden internacional recae en que contribuye a la democratización del poder y de capacidades altamente disruptivas. De aquí emana nuestra hipótesis central, que se pregunta si la IA facilitará la proliferación armamentística al reducir las barreras técnicas que históricamente han excluido a ciertos actores del acceso a armamento altamente disruptivo. Como nuestro interés recae en esos nuevos actores, y no en los pocos que históricamente habían concentrado el poder, observaremos específicamente a los nuevos beneficiarios de la democratización, que son los estados secundarios y los actores no estatales subversivos. El argumento del estudio se ha basado en una metodología cualitativa que ha combinado, por un lado, una revisión de la literatura existente que condiciona el debate y el desarrollo actual y, por otro, el análisis detallado de dos casos de estudio. En ellos hemos observado el empoderamiento de un estado secundario mediante el caso de la guerra de Ucrania y la «hezbolización» de los actores no estatales. Todo ello, enmarcado en un diálogo con la literatura clásica de las Relaciones Internacionales y algunas de sus principales teorías, ha permitido desarrollar una nueva categoría analítica a la que hemos llamado «actores no tradicionales», que agrupa a estados secundarios y actores no estatales subversivos. Es decir, reúne a aquellos actores internacionales que comparten la histórica exclusión sistemática de la posesión de poder disruptivo. Los hallazgos de este estudio permiten confirmar la hipótesis y, de hecho, ir más allá. La IA no solo facilita la proliferación, como se planteaba en la hipótesis inicial, sino que la impulsa activamente, dado que, por la naturaleza de esta innovación tecnológica, es decir, su carácter de doble uso, su omni-uso, su fácil accesibilidad, opacidad y capacidad para operar de forma autónoma, se convierte en un mecanismo de presión estructural que erosiona la lógica estatocéntrica westfaliana de la seguridad, evidenciando un reto sin precedentes para la gobernanza de la seguridad internacional. Es en este momento de reconocimiento de las carencias sistémicas, con las presiones estructurales expuestas y la aparición de una serie de nuevos actores con poder disruptivo en el panorama internacional, cuando la tesis concluye señalando la necesidad de desarrollar de forma conjunta los mecanismos necesarios para, reconociendo el papel de los nuevos actores tal como se han conceptualizado aquí, idear un nuevo sistema de rendición de cuentas capaz de afrontar el presente Momento Estelar de la Humanidad.
