Les polítiques de salvaguarda del patrimoni cultural a Catalunya: de la Guerra Civil a la Postguerra (1936-1943)

Abstract

[cat] La recerca s’emmarca dins les anàlisis sobre les polítiques de salvaguarda del patrimoni en períodes de conflicte, tenint en compte que el patrimoni es converteix sovint en objecte de confrontació política i, fins i tot, militar, per les seves implicacions simbòliques, logístiques i econòmiques. Per tant, la tesi es centra en l’anàlisi de les actuacions polítiques de protecció del patrimoni cultural durant la Guerra Civil i en el període de la immediata Postguerra a Catalunya, entenent aquestes accions en un sentit de polítiques ideològiques (usos simbòlics i polítics del patrimoni) i tècniques (polítiques de preservació davant de l’espoli i destrucció del patrimoni), per part dels dos bàndols enfrontats. El coneixement de les polítiques de preservació de patrimoni en períodes de conflicte esdevé, així, un exemple remarcable de les polítiques públiques en relació al patrimoni en situacions límit, el que ens fa entendre la importància sociopolítica del patrimoni i el seu valor identitari. En aquest sentit, la recerca pretén ser una contribució a l’anàlisi dels significats socials i simbòlics del patrimoni i, alhora, de la seva gestió pública. Es tracta, doncs, d’una recerca històrica, centrada en l’estudi de les polítiques de gestió del patrimoni entre 1936 i 1943, que utilitza una metodologia fonamentalment qualitativa i de caràcter documental, i parteix de fonts bibliogràfiques, de l’anàlisi de disposicions legals, d’escrits de testimonis directes, de reculls de premsa i d’articles de l’època, i de material gràfic.

[eng] The research is framed inside the analysis on the policies of heritage preservation in conflict periods, taking into account that the heritage often becomes an object of political, and even military, confrontation, for their symbolic, logistical and economic implications. Therefore, the thesis focuses on the analysis of the political action of protection of cultural heritage during the Spanish Civil War and in the immediate post-war period in Catalonia, understanding these actions as ideological policies (symbolic and political uses of heritage) and techniques (preservation policies before the plundering and destruction of cultural heritage), by the two warring sides. The knowledge of policies for the preservation of the heritage in times of war becomes a remarkable example of public policies in relation to the heritage in limit situations, which makes us understand the socio-political importance of heritage and its identity value. In this regard, the research is intended to be a contribution to the analysis of the social and symbolic meanings of heritage and at the same time of its governance. It is therefore a historical research, focused on the analysis of the management policies of the heritage between 1936 and 1943; using a methodology primarily qualitative and documentary. Starting from bibliographic sources, the analysis of the legal provisions of the period, the writings of direct witnesses, the press, some articles and materials graphic of those ages.
