[spa] Este trabajo se dedica a investigar los factores influyentes de la ejecución de las políticas
públicas de México en aras de reducir y evitar la violencia sufrida por las mujeres y el
feminicidio. Se centra en el mecanismo de la Alerta de Violencia de Género contra las
Mujeres y la tipificación de feminicidio en el Código Penal Federal y en los códigos penales
federales de diferentes estados mexicanos. Se ha aprovechado el análisis cualitativo y se ha
empleado una gran variedad de fuentes, por ejemplo, libros, artículos de revista, documentos
jurídicos, informes y reportes de diferentes organizaciones internacionales y gubernamentales
de México. Al final, se descubre que pueden obstaculizar la efectiva ejecución de la Alerta de
Violencia de Género los problemas existentes en el diseño del mecanismo, la resistencia
ideológica de la aceptación de la declaratoria de la alerta por parte de las autoridades
mexicanas y la disminución de los presupuestos encaminados a la activación de la alerta
durante la Covid-19. Entre los factores que impactan en la ejecución de la tipificación de
feminicidio a nivel penal en la práctica, se encuentra la falta de investigación de los casos de
feminicidio, pérdidas de evidencias y la corrupción existente en los procedimientos de
averiguaciones de feminicidio.
[eng] This dissertation is dedicated to investigate the influential factors in the application of public policies in Mexico to reduce and prevent violence suffered by women and femicide. It focuses on the Gender Violence Alert Mechanism and the typification of femicide in the Federal Criminal Code and in the federal criminal codes of different mexican states. It has taken advantage of qualitative analysis and used a wide variety of sources, for example, books, journal articles, legal documents and reports from different international organizations and governmental organizations in Mexico. In the end, it is found that existing problems in the design of the mechanism, the ideological opposition to the acceptance of the declaration of the alert by the mexican authorities and the decrease in budgets allocated to the activation of the alert during the Covid-19 may hinder the effective implementation of the Gender Violence Alert. Among the elements that influence the application of the typification of feminicide in practice are the lack of investigation of cases of femicide, loss of proof, and corruption in the procedures for the research of femicide.
