Resum
Administrative procedures are essential for ensuring legality and legal certainty in public administration. However, their increasing complexity, the growing number of documentary requirements, and digital transformation have significantly changed the working conditions of civil servants. The main contribution of this research is to demonstrate that the design and management of administrative procedures affect not only organisational efficiency but also the emotional well-being of civil servants and, consequently, the quality of public services. The primary objective of this study is to analyse the emotional impact of administrative procedures on civil servants at the City Council of L'Hospitalet de Llobregat, identifying the factors that influence employees' emotional well-being and the quality of public service, while proposing improvement measures that can be implemented within the organisation. To achieve this objective, a case study was conducted using a mixed-methods approach, combining qualitative analysis with quantitative data. The study involved semi-structured interviews with professionals from different occupational profiles and hierarchical levels. To provide a strategic perspective, interviews were also conducted with members of the organisation's senior management. This research helps address a gap in the existing literature on the relationship between administrative bureaucracy and the emotional well-being of civil servants in local government. Furthermore, it provides empirical evidence and practical recommendations that may guide future organisational transformation strategies, both within the City Council of L'Hospitalet de Llobregat and in other public administrations.
