[spa] El presente artículo analiza los cambios en la regulación de la política de cooperación al desarrollo de la Generalitat de Catalunya. A través del análisis de sus instrumentos y de la creación nuevas estructuras institucionales, como la Agencia Catalana de Cooperación al Desarrollo, se busca entender cuáles son los aspectos que han cambiado significativamente en el diseño de la política. El horizonte de análisis es de más de dos décadas, a partir de 1986, cuando se aprueba la primera partida presupuestaria de cooperación al desarrollo, denominada Ayuda al Tercer Mundo. El análisis se basa en el enfoque de la regulación de las políticas públicas.
[eng] The aim of this article is to analyze the regulatory changes in the internatio-nal development policy of the Catalonia administration. Elements of change are analy-zed through the evolution of policy instruments and the establishment of the Catalan Agency for Development Cooperation to understand significant changes in the policy design. The period considered is more than two decades, from 1986, when the first budget on aid for development, called Third World Aid, passed by law. The main approach relies on the public policy theory of regulation.
