Exit, voice, and loyalty: strategic responses of Hong Kong young professionals to structural challenges since 2019

This thesis examines how young professionals in Hong Kong understand and respond to structural challenges since 2019. Rather than treating their choices as individual decisions, it places them in a wider socio-economic context shaped by high housing costs, workplace involution, intensified labour market competition, and growing uncertainty about future mobility. Methodologically, the study combines secondary data analysis with ten semi-structured interviews in order to connect macro-level structural conditions with young professionals’ experiences and strategic responses. The analysis is based on Wallerstein’s world-systems analysis, Bourdieu’s theory of capital, Fraser’s theory of social reproduction crisis, and Hirschman’s “Exit, Voice, and Loyalty” framework. The findings show that the traditional “Lion Rock Spirit” no longer fits the reality of many young professionals in Hong Kong. Upward mobility has become harder to achieve, while the burden of social reproduction is falling more on individuals and families. Under these conditions, Exit appears not only as migration, but also as cross-border living, career change, and symbolic withdrawal from highly competitive work environments. Voice does not disappear, but often becomes quieter and more personal, taking forms such as workplace negotiation, self-improvement, and further education. Loyalty is less an emotional attachment than a practical and conditional response shaped by family responsibilities, existing networks, and the possibility of future alternatives. Overall, the thesis shows that these classic sociological frameworks remain useful, but take on more specific meanings in Hong Kong’s semi-peripheral context. In this sense, “Muddling through” becomes an important survival strategy through which young professionals try to build a more sustainable life under structural pressure.
