[spa] La gestión ambiental en Chile incorpora los aspectos sociales en el factor ambiental Medio Humano dentro de la evaluación de impacto de proyectos y actividades que deben ser evaluados ambientalmente. El desarrollo de este factor ha sido paulatino y en respuesta a conflictos de la evaluación ambiental que no se resuelven en el espacio y oportunidad que para ello existe dentro del propio sistema. Por lo cual a 25 años de creada la Ley ambiental aún presenta falencias.
Esta tesis examina la evolución de este factor ambiental identificando aportes, falencias y oportunidades en la materia a partir de las experiencias desde diferentes ángulos profesionales, considerando los discursos de expertos en evaluación ambiental, quienes presentan una riqueza de relatos, visiones compartidas y nuevas miradas a partir de la propia vivencia. Incluye asimismo la visión de activistas ambientales cuya posición en conflicto con la evaluación ambiental enriquece los aportes.
Tanto las formas del quehacer entorno a Medio Humano como los contenidos se encuentran tensionados por la primacía de una visión técnico-legal que no da cabida a sensibilidades y aportes locales de manera sustantiva durante la fase de elaboración de estudios y evaluación ambiental dentro del sistema de evaluación de impacto ambiental. Ello incide, entre otras causas en conflictividad social y pérdida de legitimidad de la institucionalidad ambiental.
[eng] Environmental management in Chile incorporates the social aspects of the Human Environment factor into the impact evaluation of projects and activities that must be environmentally evaluated. The development of this factor has been gradual in response to conflicts in environmental assessment that are not resolved in the space and opportunity that exists within the system itself. Therefore, 25 years after the creation of the Environmental Law, it still has shortcomings. This thesis examines the evolution of how this environmental factor has been approached, identifying contributions, shortcomings and opportunities in the matter based on experiences from different professional angles, considering the speeches of experts in environmental assessment, who present a wealth of stories, shared visions and new looks from the experience itself. It also includes the vision of environmental activists whose position in conflict with the environmental assessment enriches the contributions. Both the forms of work around the Human Environment and the contents are stressed by the primacy of a technical-legal vision that does not accommodate local sensitivities and contributions in a substantive way during the phase of preparation of studies and environmental evaluation within the system of environmental impact assessment. This affects, among other causes, social conflict and loss of legitimacy of environmental institutions.
