Cet article propose une analyse globale des enjeux territoriaux d’un écosystème fluvial représentatif du secteur central du versant sud des Pyrénées : le cours de la rivière Noguera Ribagorçana. Cette rivière, du fait qu’elle traverse un territoire physiquement très fragmenté, par son rôle de frontière interne −historique et actuelle− entre la Catalogne et l’Aragon, et par l’envergure du programme d’exploitation de l’énergie hydroélectrique implanté dans son bassin entre 1945 et 1990, illustre particulièrement l’interaction complexe entre les systèmes fluviaux et les communautés humaines, ainsi que les conflits d’usage liés à l’eau. Dans ce contexte, l’article s’intéresse à trois questions concrètes : le rôle de la frontière à travers le temps, d’hier à aujourd’hui ; l’exploitation hydroélectrique intensive de la rivière, donnant lieu à d’importantes problématiques environnementales, et, enfin, le défi majeur de la gouvernance et de la gestion intégrale du territoire.
The article undertakes an in-depth study of the territorial problems currently faced by the Noguera Ribagorçana, a highly representative river ecosystem in the central sector of the southern slopes of the Pyrenees. This river, because of the physical characteristics of its basin, highly fragmented, and the magnitude of the hydroelectric power project implemented there in the middle of the 20th century, has become a paradigmatic example of the complexity of the interaction between river systems and human communities, and of the conflicts over water uses associated with such that interaction. In this context, the article seeks to analyze three fundamental questions: the conditioning role played over time, but also currently, by the border factor ; the implications of the intensive hydroelectric exploitation of the river as a major environmental challenge, and, finally, the governance and integral management of the Noguera Ribagorçana valley as the most prominent territorial challenge.
