[spa] Este trabajo destaca la importancia de la planificación participativa en el desarrollo local de las comunidades receptoras. Consideramos relevante salvaguardar la identidad de los pueblos y comunidades indígenas en un contexto en el cual se promueven actividades turísticas que invisibilizan y ponen en riesgo su cultura y estilo de vida. De esta manera, el objetivo principal de esta investigación es comprender y analizar el proceso de planificación y gestión del proyecto turístico “Eco-ruta Lacustre del Lago San Pablo – Imbakucha” en la parroquia de San Rafael, cantón Otavalo – Ecuador. El levantamiento de información incluyó revisión bibliográfica, observación directa y entrevistas semiestructuradas y un grupo focal con miembros de las comunidades involucradas. Adicionalmente, a través de la utilización de una matriz DAFO se identificaron los factores que inciden en el positiva y negativamente en la planificación del proyecto turístico. Como resultado se desarrollaron una serie de estrategias útiles para las autoridades involucradas en el proyecto.
[eng] This work highlights the importance of participatory planning in the local development of the host communities. We consider it relevant to safeguard the identity of indigenous peoples and communities in a context in which tourism activities are promoted that make their culture and lifestyle invisible and put at risk. In this way, the main objective of this research is to understand and analyze the planning and management process of the tourist project "Eco- route of Lake San Pablo - Imbakucha" in San Rafael de la Laguna, Otavalo - Ecuador. The information gathering included a bibliographic review, direct observation and semi- structured interviews and a focus group with members of the communities involved. Additionally, through the use of a SWOT matrix, the factors that have a positive and negative impact on the planning of the tourism project were identified. As a result, a series of useful strategies were developed for the authorities involved in the project.
