El debat sobre l’oficialitat lingüística d’una Catalunya independent (2012-2018): història, actors i propostes

[cat] Aquesta tesi té com a objectiu analitzar el debat sobre l’organització del plurilingüisme social en una eventual Catalunya independent que es va produir entre els anys 2012 i 2018. L’anàlisi de l’evolució d’aquest debat, dels actors que hi han participat i dels arguments que s’hi han utilitzat permetrà veure quines aportacions s’han fet el debat global sobre la política lingüística, la planificació lingüística i l’organització de les polítiques lingüístiques en societats plurilingües. El cas català, a més, té diferents aspectes que el singularitzen respecte les realitats d’altres països i el fan un cas especialment interessant a nivell internacional, ja que es parteix del plantejament integracionista de les comunitats lingüístiques, la doble oficialitat asimètrica actual, la diferència d’obligacions respecte el coneixement de llengües i la declaració del català i l’aranès com a llengües pròpies (Vila i Moreno 2019). Per dur a terme l’anàlisi s’ha utilitzat una base de dades creada ad hoc que recull prop de 1.500 referències (2012 - 2018), i s’han combinat tècniques quantitatives (amb recomptes dels tipus de textos, dels actors i dels mitjans que hi han participat) amb tècniques qualitatives (anàlisi dels arguments, de les línies d’opinió i de les discussions).

[eng] This thesis aims to analyze the debate on the organization of social multilingualism in an eventual independent Catalonia that took place between 2012 and 2018. The analysis of the evolution of this debate, of the actors who have participated in it and the arguments that have been used will allow us to see what contributions have been made to the global debate on language policy, language planning and the organization of language policies in multilingual societies. The Catalan case, moreover, has different aspects that make it unique compared to the realities of other countries and make it a particularly interesting case at an international level, since it is based on the integrationist approach of the linguistic communities, the current asymmetrical dual officialdom, the difference in obligations regarding knowledge of languages and the declaration of Catalan and Aranese as their own languages (Vila i Moreno 2019). To carry out the analysis, a database created ad hoc has been used that collects nearly 1,500 references (2012 - 2018), and quantitative techniques have been combined (with counts of the types of texts, actors and media who have participated) with qualitative techniques (analysis of arguments, lines of opinion and discussions).
