Turismo y sostenibilidad en un escenario de cambio: el papel de los planes estratégicos en destinos rurales de montaña de España y Argentina

[spa] Con el objetivode visibilizar diferenciasen las accionesencaminadas al logrode la resiliencia de los destinos turísticos en un contexto de cambio global, esta investigación analizacómo se desplieganlos discursos desostenibilidad en uncorpus de documentosde política turísticaa escala local.En estas accionesse ponen demanifiesto posiciones, enfoques y lineamientos que pueden repercutir en la capacidad de respuesta de los destinos ante este escenario dinámico y desafiante. Para dar cumplimiento al objetivo se procede a un análisis de contenido de dos planes estratégicosde turismo dedos destinos ruralesde montaña situadosen España (Pirineo catalán) y Argentina (Patagonia andina), tomando para ello seis indicadores específicos: enfoque de sostenibilidad planteado; dimensiones de sostenibilidad contempladas y priorizadas; perspectiva escalar de la planificación; plasmación de los principales ejes de la política turística en las líneas estratégicas del plan y relación con la sostenibilidad; horizonte temporal de la planificación; y permeabilidad entre ámbitos deintervención y políticaspúblicas. Los resultados indican que, sibien existe consenso sobre la necesidad de implementar medidas para contribuir a un desarrollo sostenible en el turismo, diferentes factores intervienen para que se presenten estrategias y herramientas contrastadas que condicionan la resiliencia de los territorios y su capacidad de respuesta a los retos del cambio global.
[eng] With the aim of making visible differences in actions aimed at achieving the resilience of tourist destinations in the context of global change, this research analyzes how sustainability discourses are deployed in a corpus of tourism policy documents at the local scale. These actions highlight positions, approaches and guidelines that can have an impact on the response capacity of destinations in this dynamic and challenging scenario. To meet the objective, a content analysis of two strategic tourism plans of two rural mountain destinations located in Spain (Catalan Pyrenees) and Argentina (Andean Patagonia) is carried out. Six specific indicators are taken for this purpose: sustainability approach proposed; sustainability dimensions contemplated and prioritized; scalar perspective of planning; the implementation of the main axes of tourism policy in the strategic lines of the plan and its relationship with sustainability; time horizon of planning; and permeability between areas of intervention and public policies. The results indicate that, although there is consensus on the need to implement measures to contribute to sustainable development in tourism, different factors intervene to present proven strategies and tools that condition the resilience of territories and their capacity to respond to the challenges of global change.
