El Parlamento Europeo ejerce su función de control político sobre la
Comisión Europea mediante varios mecanismos, destacando la moción de censura,
que puede destituir colectivamente a sus miembros con una mayoría cualificada.
Además, el Parlamento utiliza herramientas como la investidura de la Comisión y las
preguntas parlamentarias para su supervisión. El procedimiento de la moción de
censura, establecido en los tratados constitutivos de la Unión Europea, no ha logrado
aún la aprobación necesaria, a pesar de las críticas hacia la Comisión. El presente
trabajo final de grado examina el papel del Parlamento Europeo como órgano
legislativo y de supervisión, los mecanismos de control político sobre la Comisión y el
procedimiento de la moción de censura, analizando los contextos en los que se ha
presentado, su eficacia y proponiendo mejoras para su funcionamiento.
The European Parliament exercises its political control over the European Commission through various mechanisms, notably the motion of censure, which can collectively dismiss its members with a qualified majority. Additionally, the Parliament uses tools such as the investiture of the Commission and parliamentary questions for its oversight. The procedure for the motion of censure, established in the constitutive treaties of the European Union, has not yet achieved the necessary approval, despite criticisms of the Commission. This Bachelor's thesis examines the role of the European Parliament as a legislative and supervisory body, the mechanisms of political control over the Commission, and the procedure for the motion of censure, analyzing the contexts in which it has been presented, its effectiveness, and proposing improvements for its functioning.
